Since 2020 immigration to Manitoba has experienced notable fluctuations driven largely by the Manitoba Provincial Nominee Program and broader Canadian policy shifts. In 2020 the province welcomed about 8620 permanent residents amid pandemic related slowdowns. Numbers rebounded in subsequent years with the program issuing thousands of nominations annually through skilled worker overseas international education and other streams to address labor shortages in key sectors. By 2024 Manitoba received over 9500 nominations marking a strong period of growth that contributed to population increases and economic needs. In 2025 the federal allocation initially dropped sharply to 4750 before a partial recovery to around 6400 nominations reflecting national adjustments to immigration targets yet overall permanent resident inflows continued to support Manitoba’s workforce and community development despite some reductions in expressions of interest and temporary resident net changes.
