Immigration to Quebec in Recent Years
Since 2020, immigration has been the primary driver of population growth in Quebec following the initial COVID related slowdown. The province welcomed around 33,000 permanent immigrants in 2020 2021 before rebounding strongly with over 60,000 in 2021 2022 and roughly 68,700 in 2022, while non permanent residents such as temporary foreign workers, international students and asylum claimants surged to record levels adding over 100,000 in some peak years. International migration contributed to record population increases such as 193,400 in 2023 and 155,300 in 2024 pushing the total past 9.1 million by early 2025 with Montreal and surrounding areas absorbing the majority of newcomers. More recently federal and provincial reductions in temporary resident targets have slowed inflows leading to a sharp decline in growth rates from around two percent in 2023 2024 to 0.7 percent in 2024 2025 and some quarterly population declines despite continued permanent immigration around 45,000 to 50,000 annually. Immigrants now represent approximately 15 to 16 percent of Quebec’s population.
