Venezuelan Immigration to Canada in Recent Years
Since 2020, Venezuelan immigration to Canada has increased notably, supported by economic streams, family sponsorship, humanitarian pathways, and a dedicated family-based permanent residence program for Venezuelans with ties in Canada.
Between January 2023 and March 2025 alone, 5,065 citizens of Venezuela became permanent residents, with humanitarian and protected persons categories accounting for a substantial share at around 1,510, family sponsorship contributing 705, and economic streams adding 670. Many Venezuelans settle in Ontario, particularly the Greater Toronto Area, as well as in Quebec (Montreal), Alberta (Calgary and Edmonton), and British Columbia, drawn by economic opportunities, established community networks, education, and quality of life factors. Economic immigrants, skilled workers through Express Entry and Provincial Nominee Programs, along with study-to-PR transitions, form a meaningful portion alongside humanitarian and family reunification admissions. The Venezuelan-born population in Canada reached approximately 27,320 according to the 2021 Census, with the community continuing to expand in the following years amid the ongoing situation in Venezuela.
