Immigration to Canada in recent years
In 2025, Canada admitted approximately 393,500 new permanent residents, falling just short of the government’s planned target of 395,000 set in the 2025-2027 Immigration Levels Plan. This marked a deliberate reduction from the higher admissions of prior years (such as 483,640 in 2024), as part of a broader policy shift to stabilize population growth, address housing and infrastructure pressures, and prioritize sustainable economic immigration. The majority of admissions continued to focus on economic categories, with a significant portion transitioning from temporary resident status already in Canada, while family reunification, refugees, and humanitarian streams made up the balance.
