Ukrainian Immigrants to Canada

In 2022, 3,575 Ukrainians were admitted to Canada as permanent residents

In recent years, Ukrainian immigration to Canada has surged due to Russia’s invasion of Ukraine in February 2022, marking the sixth wave of Ukrainian migration to the country. Through the Canada-Ukraine Authorization for Emergency Travel (CUAET) program, launched in March 2022 and ended in July 2023, Canada issued over 936,000 temporary emergency visas, allowing Ukrainians and their families to work or study in Canada for up to three years; nearly 300,000 Ukrainians arrived by March 2024. Many settled in provinces like Manitoba, Ontario, and Alberta, supported by settlement services and community efforts, though only about 20% of visa recipients ultimately relocated due to factors like high travel costs and Ukraine’s restrictions on men leaving during martial law. The Canadian government extended work and study permits until March 2026 and offered a permanent residence pathway for those with family in Canada, though mass permanent residency grants are not planned.
