In 2025, Canada admitted approximately 393,500 new permanent residents, falling just short of the government’s planned target of 395,000 set in the 2025-2027 Immigration Levels Plan. This marked a deliberate reduction from the higher admissions of prior years (such as 483,640 in 2024), as part of a broader policy shift to stabilize population growth, address housing and infrastructure pressures, and prioritize sustainable economic immigration. The majority of admissions continued to focus on economic categories, with a significant portion transitioning from temporary resident status already in Canada, while family reunification, refugees, and humanitarian streams made up the balance.

From 2020 to 2025, 2,377,300 new permanent residents landed in Canada. During this period, India, China, and The Philippines were the largest sources of immigrants to Canada; overwhelmingly dominated by Indians, reaching 27.6% of the total intake.
